I usually do some window shopping, check out some bookstores (Borders is in Lihue, right next to Kmart), or do some crafts.  Check out the community calender (http://www.kauaiworld.com/calendar/) for some interesting things to do.  Oh!  and since it's cold, you should go to Hamura Saimin, best Saimin anywhere.  Mmmm.

True there is a flash flood warning, which means you can't get into or out of Hanalei to see the caves like everyone else suggested, BUT it's not that bad that you can't drive on the roads right now, just use precautions.  I know it's not even raining that bad, it's rainier at my house in the mountains than it is down by the beach.</description>

There are some nice restaurants in downtown Lihue, or you could drive (if it's not too stormy) to the north shore and have lunch in Hanalei or Princeville.  Beautiful scenery (also rainy).  The leeward side of the island (go further west on the road) will get you to the National Botanical Garden--not sure but some might be inside.</description>
